Delaware St Overpass Families Can't Get Damages

Owners of homes on south side of street in 1900 block of West Delaware St have been told by city officials that the State Board of Accounts won't approve payment of damages for constuction of the overpass project, whose walls run from 7 to 13 feet and block residents' view
