Steam from a pile driver working on the foundation of the civic auditorium signals the fact construction is under way in the long-awaited Civic Center area. A federal post office and office building and a complex of city and county offices will also be built in the four-block area bounded by 7th, Locust, 9th and Sycamore Sts
